“[e]nsure the equal rights of all Liberians without discrimination including on the basis of sexual orientation or gender identity. It should in particular take account of Resolution 275 of the Commission which urged all States to enact and apply appropriate laws prohibiting and punishing all forms of violence including those targeting persons on the basis of their imputed or real sexual orientation or gender identity.”
